North Shore Compliance Audit Committee
The Compliance Audit Committee is an independent statutory body that reviews and decides on applications for audits of municipal election campaign finances. The municipalities of Terrace Bay, Marathon, Manitouwadge and Schreiber are currently seeking qualified individuals to serve as members on the North Shore Compliance Audit Committee (NSCAC) for the 2026 Municipal Election.
Who should apply:
Applications are encouraged by individuals with experience in:
· Law and investigations
· Accounting or auditing
· Finance
· Compliance, governance
· Public administration
· Municipal government
Under the Municipal Elections Act, 1996, municipal employees and officers, members of council or local boards, election candidates, and registered third parties are not eligible to serve on the North Shore Compliance Audit Committee.
What Does a Compliance Audit Committee Do?
The Compliance Audit Committee reviews and makes decisions regarding applications for compliance audits of campaign finances for Council candidates and registered third party advertisers in municipal elections and by-elections. The committee can:
· Determine whether an elector’s application for a compliance audit should be granted or rejected
· Appoint a qualified auditor if an application is approved
· Receive and reviewing the auditor’s report
· Decide whether legal proceedings should be initiated where a contravention appears to have occurred
· Determine whether audit costs should be recovered from the applicant if no contravention is found and the application lacked reasonable grounds
The Committee also reviews reports from the Clerk identifying contributors who may have exceeded contribution limits and determines whether legal action should be considered.
Committee Information
· The Compliance Audit Committee will be composed of 5 members, ideally including one member from each of the participating communities, depending on qualifications
· The term of appointment will extend through the 2026 Municipal Election and conclude on November 14, 2030.
· Committee members will receive remuneration and reimbursement in accordance with the applicable municipal policy or agreement.
